Based on the information on the sign in the photo it was taken on July 26, 1991. On the lower left the seated gentleman in the suit appears to be wearing the Presidential drape and medal so he might be Harold L. Worrell who was Chapter President in 1991.

Harold Lenford Worrell, a remarkable individual, left an indelible mark on the world during his lifetime. Born on February 7, 1916, he served his country with unwavering dedication. Here are some key details about his life:
- Military Service: Harold served in both World War II and the Korean War as a Chief Warrant Officer in the Navy. His commitment to duty spanned 22 years.
- La Jolla Resident: For over 60 years, Harold called La Jolla, California his home.
- Second Career: After retiring from the Navy, he embarked on a second career in banking, eventually becoming an independent appraiser.
- Patriotic Involvement: Harold actively participated in various military and patriotic organizations. He was a member of the Military Order of World Wars and the Warrant Officers Association. Notably, he served as the President of the Sons of the American Revolution in 1991.
- Veteran of the Year: In 2009, Harold received the honor of being named Veteran of the Year.
- Family: He shared 72 years of marriage with his devoted wife, Elsie. Together, they celebrated birthdays, shared Navy stories, and created cherished memories. Harold is survived by his daughter, Barbara, and three grandchildren: Chris Steiner, Allison Angulo, and Andy Steiner. His legacy extends to three great-granddaughters: Kylie Lee, Grace McKenzie, and Audrey Jean Angulo.
